Almost Gone

Declining cities get trapped in a vortex of self fulfilling prophecies. Investments and jobs fall, resulting in a drop in incomes and spending, thereby generating a negative feedback of income and economic decline. This turns away the more well off and attracts the poorer, and so on, thereby triggering off another negative feedback loop of social degeneration. How do these cities get out of this poverty trap?
